The thing I was pointing out is the police in the video aren’t full US Marshals. They’re local police deputized as a special task force to assist the US Marshals. Full US Marshals are more vetted, and have to actually be smarter than the average cop.

Qualified immunity means that to file a personal lawsuit against a cop for an assault charge, it would need to be proven they were acting outside of good faith meaning text messages written records or other cops coming forward saying the cop had it out for their victim which is near impossible. No reform will happen until its gone.

That's not at all what it means.

It means you can't sue the cop for an activity that a reasonable person wouldn't have known either violated the law or constitutional rights.

I.e. a cop punching you in the head against all use of force practices and policy clearly violates this standard. People sue individual cops and agencies for assaults like this all the time, and they win. Qualified immunity has nothing to do with this.

Rather qualified immunity comes into play of the cop does something that is in good faith, with the intention not to violate your rights, but a judge or later authority determines it was, but the cop (or a reasonable person) wouldn't have known that at the time. At THIS POINT qualified immunity comes into play. But there are elements of nuance here. Punching a detained person in the head does not meet this standard.

Without the courts determining that, you leave yourself open to two problems. 1) false accusations that never get proven, thus harming an innocent 2) disproportionate and inconsistent punishment. What the cop decides in the heat of the moment may not match the crime. Does grotesquely torturing the guy fit the crime? You as a cop may think that, but the rest of society might not.

Don't expect justice for this or any police reform. US Marshals are responsible to only alt right sympathizers. Look up Donovan La Bella. Long story short: if you're a US Marshal and you take the time to aim at the face of a 22 year old college graduate and it strikes him, and shatters his skull. Then leave, while laughing about it with your US Marshall buddies, you're not liable. Because even though Donovan's skull was shattered and he is now a permanently destroyed stuttering mess, with no abilty to control his impulses, and has problem with hand eye coordination, absolutely no reform. Criminals commit crimes it what they do. Cops are supposed to uphold the law and bring you to court for the judge to decide if your guilty of what your accused of. The officer has no right to decide if you’re guilty and deserving of punishment.

You’re tracking down these low life’s for murdering a 6 year old and hurting other other folks as well.
